Background:
Aga Khan Foundation (AKF), an organization of the Aga Khan Development Network (AKDN), works to improve the living conditions of people in specific regions of the world in the fields of health, education, civil society, and rural development. Affiliated to AKDN are three main foundations in Egypt: AKFE (Aga Khan Foundation Egypt), AKTC (Aga Khan Trust for Culture) and FMFE (First Microfinance Foundation Egypt, of Aga Khan Agency for Microfinance, AKAM). The three foundations, together, contribute to achieving the overall goal of facilitating and supporting institutions and programmes that can respond to social, economic and cultural challenges.
In extending community leadership roles played, Head Start Programme aims at empowering ADAA (Al Darb Al Ahmar) community at institutional as well as individual levels. At the institutional level, the programme aims at developing multiple-level capacities of six civil society organizations : institutional capacity (institutional capacity building trainings), technical capacity (Early Childhood Development Training of Trainers, ECD TOT, trainings) and physical capacity (infrastructure project sub-grants and socio-economic activities). At the individual level, the programme provides vocational trainings to young carpentry practitioners (males) in both technical and as administrative areas of expertise. The programme targets females as well through ECD trainings offered to local young ladies and women.

Scope of work, implementation methodology, deliverables and time frame:
Cairo Demographic data indicate that across the 13 shiakhas, which make up the district of ADAA, there are approximately 17,000 women of reproductive age (15 to 45 years of age), and over 16,000 children under eight (8) years of age. Under Head Start ECD Component, approximately 1,000 mothers will be served through mothers' groups where mothers' groups build social capital among mothers in the ADAA community. They will be enabled to collaborate on key (sustainable) income-generating activities that have a market in the ADAA community, such as crafts, foodstuffs, sewing, etc.

The consultant will be responsible for:
• Developing economic capacity building map (income-generating activities) for local DAA mothers at partner CSO premises, incorporating all potential capacities available. The map should precisely enlist activities, tools and methodologies/approaches to be employed. This map should be jointly reached with local CSOs board and staff members as well as local mother beneficiaries.
• Laying down outcome/result indicators framework for each set of capacities with growth monitoring tools for measuring progress.
• Leading the ToR generation, assessment, screening and selection of potential CSO liaisons/coordinators (searching for, screening and placing local mothers, and facilitating CSO networking and premises resources) as well as activities' mentors (delivering multiple economic activities sessions to mothers).
• Clearly producing a final report fully detailing all above mentioned sections for each CSO besides common planned activities implementation challenges and recommendations.
• A total number of 10 days are assigned for this consultancy.

Target Audience:
DAA partner CSOs' members and local beneficiaries (mothers). Four (4) partner CSOs will be involved in these activities. Each CSO will host 12 mothers' groups (21 mothers/group), divided into 3 rounds with 4 groups/round. Five (5) days are assigned for each group activities. Sixty (60) activities implementation days are estimated for implementing these activities under (and hosted at) each of the 4 CSO at parallel timings.
